You'll find Hoshino in the southeast corner of the city near Romance Street. But first, you need to deliver the hard-earned money to Hoshino. You'll be tasked with going to Osaka to help Arakawa. As you get close you'll get a phone call from Mitsu followed by a cutscene. Once you've secured the 3 million yen, head to the map marker near Survive Bar. It's a nice alternative from asking Sumire to craft several sets of Cyber/Quixotic Armor as these can cost you millions of yen for an (arguably) negligible difference in stats.
